an enhancement present in Pyramid 3/4 applied to Neutralize with the Weaponized modifier
Neutralize is (Powers 97) normally a Will vs Will contest, but Weaponized makes it an unopposed Will roll.
Based on Different Attribute (B102/P100) at +20% normally allows you to shift this from Will to something else, while buying back Will for +20%
This is normally "attacker must choose the target attribute before he attacks" which clearly doesn't happen with an Apparatus since it lacks choice.
So this should probably cost more than +40%.
