The (protective) bone around the eye is a new hit location introduced in MA72.
So far the only rule for hitting it is via accident: a miss by 1 when using an Eye Poke where the primary target is the eye.
This has the drawbacks of a face hit (IE penetrating Damage does not get the x4 brain multiplier) with the drawbacks of a skull hit (skull DR protects the face)
