Building Up Local Technology are the rules regarding a lower TL area to your own TL. Pushing the TL above your own is covered under New Inventions and Gadgeteering

At the local level this requires two years of work to move each science from one TL to the next, assuming.

A) you have an ample supply of labor

B) you have an ample supply of raw materials

C) you are fully familiar with the lower TL (all relevant skills at 12+)

and

D) you know where you’re going, and are fully familiar with the higher TL (all relevant skills at 12+)

Wildcard Skills Note[]

Because Willcard skills ignore TL penalties C and D are effectively combined for a character with the relevant Wildcard skill.

One Piece On Your Own[]

These rules tell you little about recreating a single piece of your TL's equipment with that TL's materials for your own personal use such as Mr. Spock's mnemonic memory circuit using TL6 materials.
