Create allows the creation of an “element” – a specific category of matter or energy – out of nothing.
- Large Category (40 points/level): Solid, Liquid, and Gas
- Medium Category (20 points/level): "A broad subset of a single Large category, or the area of overlap between two Large categories, or a specific class of manufactured substances."
- Small Category (10 points/level): "A narrow subset of a Large category, or a broad subset of a Medium category, or one fairly specific material that comes in many varieties.
- Specific Item (5 points/level): "A single chemical element or compound, such as Iron, Salt, or Water, or a commonly occurring mixture, such as Air or Brine.
Extended Duration is off limits, you must pay character points! But this is a Pool which can often be reclaimed.
GURPS Supers page 44 has Electrogenesis as an example where Aura is applied to Create.

lets say you use Create (Transmute Solid to Gas Only, -50%) to turn a pile of documents into air. Then you walk away. Later on, an NPC who knows what you did comes along and uses his own Create (Transmute Gas to Solid Only, -50%) -- or equivalent ability -- to turn the air right back into the incriminating documents. That's a perfectly reasonable call on the GM's part, since you didn't destroy anything -- you just changed its state.
