Cybernetic Only is a -50% limitation written for Mind Reading which was floated for use with Mind Control in GURPS Powers.
The Cybernetic enhancement is +50% and is folded into this. If it were not folded in, "doesn't work on non-cybernetics" appears to work like a -100% limitation.
