That said, Declaring Defenses by tbone culminating in DECIDE and some Pyramid publications, and Cole's Dodge This involve elements of it.
Cole's Move and Attack (Evasive) is also based on it, and Defensive Feint is also a similar concept. In both of these cases it involves penalizing hit rolls.
- The Size and Speed/Range Table also can give penalties, usually to just ranged, but house ruling they apply to melee/jet could make sense
- note this applies to horizontal motion, there is no speed penalty even for ranged for things moving directly toward/away per Tactical Shooting
