Divine Favor is the name of two depreciated Classic advantages and a 4e one.
4e Divine Favor[]
"The cost of Divine Favor is based on Patron (True God) with the Divine, Highly Accessible, Special Abilities, and Minimal Intervention modifiers; the new frequency of appearance multipliers were interpolated and the results rounded to the nearest 5 points."
Learned prayers are modified advantages, bought as alternative abilities to Divine Favor. The point cost of the advantage determines the level of Divine Favor while the Learned Prayer cost is the advantage cost/5 round up. Combing the Level chart with the "New Learned Prayers" one produces this (N is neutral, G Good, VG Very Good, and E is Excellent):

* Levels 1-3 do not exist; this advantage starts at level 4 and ends at level 16. The level with Petition Roll modifiers the chance of the deity hearing the prayer. Note Power Investiture may or may not effect this roll (Luck does not).[1]
So Blasphemously Horrifying Window [150] would require Divine Favor 14, a very good reaction from/relation with the power in question, and have a Learned Prayer cost of 30.
Divine Favor (Classic)[]
Base Cost: 20 points (lesser deity); 25 (most deities); treated as Patron
The base cost was modified Reaction ยฑ 1 (5 points) with a maximum modifier of ยฑ25 points
The modified total is further adjusted by Frequency of Appearance.
So a major deity with whom the character has a +5 Reaction and can be "accessed" Almost all the time (roll of 15 or less) is ((25+25)x3 or 150 points.[2][3]
