Dragons might rule the world or share power with humans. It might even be an open secret that Dragons are aristocrats, plutocrats, tyrants, businessmen, and politicians who are focused on the long term goals which instills a desire to avoid devastating social divisions. They will "better" the welfare of the human not out of the goodness of their hearts but as a matter of practicality.
