Enchanting in Aspected Areas is a ruling found on pg 45 of GURPS Fantasy.
Without it, Enchantment College spells would be assumed to work like other forms of Aspected Mana: requiring specific references to the Enchantment college like any other college.
EIAA defines unique treatment due to how these tend to combine with other colleges:
- "his effective Enchant skill is increased or reduced by half the level of the aspect, rounding down."
Whether it increases/decreases depends on which spell it is paired with. This only applies when combining Enchant (spell) with spells from other colleges (ie to create a Wand of Fireball).
In cases where it's being combined with other enchant-colleges it's an interesting situation: not only would the base spell be affected directly AND the Enchant spell affected directly by Enchantment-Aspected Mana (if this can exist) but since Enchant takes 50% of the modifier, it's actually adjusted by 150% of the mana.
Wizardly Tools such as Powerstone even though there are One-College Powerstones would fall under this since they are still of the enchantment college and not of the college to which their storage is aspected.
This can pose an interesting situation similar to Continuous Mana due to the way it works. While the spell being placed is fully effected the Enchant skill feels half the effect, rounding down.
Since magic items only function if their "Item Power" is 15 or higher when adjusted for Mana it is possible that the Item Power outside of the aspected area is less then 15 making the item effectively useless in non-aspected mana area.
