In cases of abilities where the user and the target are the same (example: flight) the user/target are the same thing, and environmental and accessibility are synonymous, so both can't be taken.
- this line could be blurred with Affects Others. In that case it could make sense to take Environmental as a Limited Enhancement. For example if you had mana-sensitive flight, you need to mana to start the flight. With Affects Others, the others would not need to be in mana (only you) but you could take Environmental:Mana if they also had to be in mana for you to share your flight
Aside from examples of the limitation, looking for examples of rarity could also be done via Dependency as B130 specifies "regularly ingest a substance, touch or carry an object, or spend time in an environment" so anything written for the 3rd context is basically establishing the proper term to use to describe certain environments.
