The Energy need to enchant a Golem is based on its stats with every point of difference from the Clay Golem resulting in a change of 2 energy.
As "Appendix Z: Golem Construction System for GURPS" explains "Quadruped forms have the disadvantages Horizontal and No Fine Manipulators, and ST and DX above 10 were purchased with the No Fine Manipulators limitation for energy costs." But, adjusting the Clay Golem down to ST 10 and DX 10 results in a golem below the 130 energy minimum. This is easily fixed via HT+1 which results in a Base Golem that is exactly 130 Energy. All Golems' energy cost can be figured from this base line; but the energy cost cannot be below 130 regardless of what the point changes suggest.
