By default, attacks with the Incendiary (inc) modifier do a single point of burning, in addition to its other damage. Torches, flaming arrows, and incendiary/tracer bullets all have incendiary affects. Explosions are also considered incendiary attacks, although often have their own burning damage.
Incendiary is also a Hazard Enhancement (+10%)
