GURPS Powers 111 limit for attacks
GURPS Psionic Powers 23 "Astral Sword" gives an example of how it works. It is taken on a Cutting Attack that is NOT enhanced with "Affects Insubstantial", supporting the idea that you do not require Affects Insubstantial to get this.
This is different from "Substantial Only" which does require Affects Substantial as a prerequisite.
- Malediction comes with this baked in if you are insubstantial, replacing the baked in "affects insubstantial" since you don't need that when using maledictions when insubstantial
