Limited was introduced in basic set as a Limitation on any advantage that protects against damage (not just Damage Resistance that makes it effective ONLY against ONE kind of certain damage types.
It was INITIALLY introduced in the DR section though, on page 46 (Limited Defences) and page 47 (Limited). Some confusion can result with Partial listed immediately after, which is about hit locations, not damage types.
A converse idea in GURPS Horror is Bane which inverts the idea: something protects against everything EXCEPT one kind of certain damage.
