powers 173 designates that mental abilities use a Concentrate maneuver and require a will roll when Using Abilities at Default - as opposed to Ready+HT for a physical ability
powers 154 talks about this under Physical and Mental Abilities (aka PAMA) while 235 explains under the glossary:

as opposed to P236's physical definition:
- Any ability based on a physical advantage or that requires a ST, DX, or HT roll.
These glossary writeups aren't necessarily mutually exclusive, since it's possible for an ability to fulfill both criteria. Nor does the PAMA rules indicate mutual exclusivity.
This likely applies to Allies if Summonable, even though it talks about changing Social to Exotic these were not mutually exclusive to begin with
