One Arm (alternatively describable as Missing Arm in respect to other abilities under Lame) is a physical disadvantage found in the basic set.
mitigation and temporary disadvantage[]
Pyramid 3/1's "Ectoplasmic Arm" uses this disadvantage twice:
- to indicate that due to mana mitigation, you DO have an arm outside of No Mana zones
- to indicate that when using your Telekinesis (only usable in magic zones) that you are temporarily without that arm
In this case it only works because the thing which mitigates the disadvantage is the same condition which allows using the ability with the temporatry disadvantage : you could not normally take TD:1arm if you already had 1arm permanently.
It defines this means a "limp dead arm" (unusable) not that the arm is actually missing.

As http://forums.sjgames.com/showthread.php?t=157630 points out, Pyramid 3/1 pg 14 has "One Arm (Mitigator, Mana, -70%)" in the "FOUL UNDEAD ARMS" section of Necromantic Tools.
Ectoplasmic Arm's Telekinesis has "temporary disadvantage: one arm" though.
