Payload (B74: 1/level) is an exotic physical Advantage where you can carry cargo or occupants inside your body. Each level of Payload lets you carry up to Basic Lift/10 lbs. inside you.
Natural Pockets is the name of a physical perk which just means having one level of it: BL20 for example can carry two pounds.

BL/10 is not the smallest increment of weight seen in GURPS.
PP18 for example uses BL/20, half as much.
Going below perk level might actually be more realistic than even natural pockets, for using decimal character points.
