Pepper Spray can be used to blind the eyes, it's sometimes called macing people, not to be confused with various mace weapons.

The +2 to hit cites using the same rules as B180, which also cites a -2 penalty to hit if it's outdoors and windy, though HT does not reiterate that.

Combat Skill[]
HT180 says to use the Sprayer specialization of the Liquid Projector skill and refers to B268-271 for understanding things like ROF and Bulk - things used for ranged weaponry.
The "shots" specifies Jet though meaning it possibly might use melee weapon rules like Telegraphic Attack at close range, this is unclear.
Range[]
The range is "special" and based to saying "similar to tear gas above" it probably uses the same rules:
- Treat it as a melee weapon with Reach 1, 2, not as a ranged attack; speed/range penalties donโt apply
Strength[]
The ST requirement might be a mistake since 20 is written for Teargas and Pepperspray unlike the ST 2 required for Squirt Carbine used via the Squirt Gun skill.
