Reliable is an enhancement which boosts rolls. It works like a Talent so it cannot help with rolls generated by limitations, only those inherent to a power.
Easy to Use is synonymous slang since it functions in contrast to the "Hard to Use" limitation. This would be a better option since "Reliable" is actually NOT the opposite of the Unreliable limitation!

- You can use Talent with the entire power, or you can extend the Reliable enhancement for Warp, at +5% per level (see p. B98) to all advantages that have activation rolls. Reliable, at +5% per level, is "safe" on basically every advantage (this is made official in Powers). For attacks, use Accurate instead.

Introduced in GURPS Powers page 109, functions like having a talent in whatever power an advantage is in, but doesn't actually require having a power. Useful in that Talents always have a separate price whereas this could be incorporated into a cost structure with more than -80% of disadvantages, making it more affordable even if normally the % of the power's cost would make it cost more than a talent.

- The most likely enhancement is a conditional Reliable modifier (p. 109), which is worth a base +5% per +1 to use the ability.

This is not actually what is noted though, what P106 says is:
- It isn’t available for ranged attacks
Kromm's "nope" to "If an attack like Affliction has the Malediction enhancement, can it benefit from Reliable?" would be true in the traditional senses where Maledictions are used at range, but Touch-based Malediction are NOT ranged, so P106's statement would not apply to TBMs.
A "melee attack" is similarly not ranged, and this would be a way of giving a bonus to hit since "accurate" can't be bought for those.
