You crouch down low like a cat and then leap upward into your foe. It's basically a semi-cinematic way to say, "I get +2 damage for the same reason why Stamp Kick gets +2 damage vs. a punch: I'm directing my full body weight and leg strength onto the target in a straight line. Except that I'm doing it in the opposite direction from gravity, and it's my weapon or hand that's connecting." Or maybe you leap straight up and then crash down on your foe. Either way, the extra second is a bit like the extra time needed to make a full-powered jump in combat (p. B352).
