Telepathy is both a Talent [5/level] and a Power example.
As a Power it can has Biological, Magic, Psionic, or Super as a source (all -10%) and living, sapient minds as a focus.
Machine Telepathy is a variant that is focesed on machines. Contrary to what Powers says it can have Magic as a source.

Living and Biological as a distinction may totally disappear in some settings per Molecular machines. In fact, one of the things you could create in SimEarth was robots that reproduced like living beings.
