The torso is the default hit location which takes -0 to hit. The groin and vitals were considered sublocations. The pelvis was later added as an additional sublocation.
It was later split into chest (still -0) and abdomen (-1) and groin/pelvis (along with the new Digestive Tract were considered part of the abdomen.

B552 in 4e had a "note 1" for several locations.
Eye/Skull/Face/Groin/Neck/Vitals.
In the case of Eye/Vitals (which could not be randomly rolled) this note only applied to intentionally targeted hits.
In the case of the other four it could ALSO apply to random hits.
This effectively gave random hits a better chance of hitting than hits aimed at the torso.
This difference was not apparent since both are -0 to target.
Missing a hit intended for the torso has no chance of hitting anything, while if you randomly roll one of the four "note one" locations and your hit misses by 1, the torso is still hit.
