Vital Creation/Manipulation is a modifier for Create and Control (called Vital Creation for Create, Vital Manipulation for Control) that allows them to affect living things at an increased FP cost. The enhancement was introduced in Pyramid 3/49: World Hopping and reprinted in Pyramid 3/63: Infinite Worlds II.
It does not offer details on or rules for the sorts of creatures that can be created; examples given include "dryads ... aliens ... elementals ... plants or animals ... bacteria or other microorganisms." Presumably the normal limits of Create on e.g. damage dealt would still apply, however. The author, Christopher R. Rice, has offered this clarification on the forums for those seeking more detailed mechanics:
I didn't add any rules, because quite honestly I wasn't going to change how Create worked. You can create a being up to your level square x 10 lbs - so you need a level between a 4 and 5 for most human being sizes creatures. That said what IS missing is "How many character points does this cost me to make it permanent." You could use the normal rules for creatures you could buy, but what about unique beings? Honestly, I left it out because I figured each GM was going to decide what (and how things) worked for his game. Let's face it, this ability is something that powerful beings are going to have and the GM is going to have to decide how that works in his campaign. If you need a value - use the Life's Price Tag rules from Bio-Tech (p. 65). That's a oversight. [...] For the most part, this is all up to the GM. I'd require Invention rolls to prototype a whole new life form and probably just use the Bioengineering rolls (all from Bio-Tech, p. 17) or the Life's Price Tag rules to figure out what can be done. In any case, I wouldn't let a creature be worth more than half the total points of your Create advantage. [...] Yeah, that's what I'd do (and I personally like simple rules as a GM). It might get expensive, but look at what your doing - you're MAKING life. That's...incredible. You might want Gadgeteer though. Maybe "Bioengineering only, -50%" and possibly with a Accessibility "Only things I make through my Create advantage" which is probably worth between -20% and -30%
