Will is a character's ability to withstand psychological stress (fear, interrogation, seduction) as well as supernatural attacks (magic, psionics) or other psychological manipulation (brainwashing, hypnotism). It is a Secondary Attribute based on Intelligence.[2] It is an uncommon stat for skills, but is used extensively (particularly in GURPS Horror) to resist supernatural afflictions -- and distractions.
For ordinary sapient beings like humans, Will should rarely ever go above 20, and shouldn't be less than the subject's IQ -4.[2]

Willful Beasts[]
Unlike HP, Will can be much higher than a creature's IQ. Most animal statblocks (with IQ 5 or less) have some decent amount of Will (maybe 9-10).

Cosmic Will is simply illegal. You can't stick Cosmic on attributes or secondary characteristics. And as pointed out, there would be no point in doing so, since the only purpose would be to counter a form of "Cosmic, No resistance roll" that doesn't exist.

I'd call it 1/level for simplicity. Extra Effort is a very small subset of Will.
